agencies that still exist but no longer function at depth. The task ahead is not restoration as nostalgia. It is reconstruction.

The first priority is capacity. Not ambition. Capacity.

Environmental policy fails not when standards are weak, but when enforcement cannot see. Years of attrition hollowed out EPA regional offices, NOAA forecast desks, Interior science teams. Emissions targets on paper mean nothing if inspectors cannot inspect, if methane cannot be measured, if warnings arrive late. The opening move of any repair effort must therefore be blunt and unglamorous: refill the rooms. Hire aggressively. Retain expertise deliberately. Reverse the quiet drain that turned law into theater.

This is not preparatory work. It is the work.

Only then does regulation regain meaning. Power-plant greenhouse-gas standards must be reissued with records built to survive a hostile judiciary—precise, evidence-heavy, and operationally grounded. Fragility invited sabotage. Redundancy becomes strategy. Standards must be paired with grid reliability investment and transmission acceleration so opponents cannot weaponize blackouts as politics.

Science must be treated as infrastructure, not preference. NOAA research must reconnect to operations. Forecast skill must be rebuilt through staffing, not slogans. Data continuity—climate, weather, disaster—must be legally protected so it cannot be quietly shut off again. Without that foundation, adaptation planning is guesswork.

Regulation alone is not enough, because regulation is too easy to undo. What survives court challenges and partisan swings are contracts, capital flows, and concrete.

Federal procurement must be used deliberately. Clean vehicles. Low-carbon steel and cement. When the government buys at scale, factories retool. Once retooled, they do not revert because a rule changes. Finance must do the same work, turning decarbonization into physical assets: transmission in the ground, storage on the grid, heat pumps in basements. You cannot repeal infrastructure with a press release.

Land and biodiversity policy must also be rebuilt with climate reality baked in. Endangered Species Act enforcement requires staff and scientific backbone restored, not merely rules rewritten. Habitat connectivity matters now because migration corridors are climate corridors. Protecting wetlands, peatlands, and old growth is cheaper than pretending offsets can resurrect them later.

Finally, the system itself must be hardened against future sabotage. Trump’s most durable damage came not from any single rule, but from attacking staffing, data, and institutional memory. Scientific-integrity protections, civil-service safeguards for technical roles, and statutory requirements for continuity of climate and weather services are not bureaucratic indulgences. They are democratic defenses.

Progress that can be erased isn’t progress. It’s a rehearsal.

Late one evening, back at NOAA, a forecaster watches a hurricane track bend slightly east, away from a populated coastline. The room smells again of warm plastic and fresh paper—someone printed a map, old-school. The storm will still do damage. But fewer people will be surprised.

“We didn’t stop the hurricane,” he says. “We just made sure it didn’t stop us.”
