How a trace element cracked the spine of global trade—again

The air outside the plant smelled like scorched resin and wet copper. Not from the facility itself—its vents were scrubbed to silence—but from the recycling yard next door, where crushed e-bike motors and retired wind-turbine parts were stacked like ribs. A foreman in a Red Sox cap leaned on a pallet of stators, squinting at a printout he didn’t like.

“This came back,” he muttered. “MOFCOM bounce.” He tapped the sheet like it had lied to him personally. “Says we need a goddamn export license. For this?”

The “this” was a box of refurbished servo drives headed to Brazil. Each unit, about the size of a loaf of bread, housed half an ounce of neodymium-iron-boron magnets doped with dysprosium. Fourteen grams of rare earths of Chinese origin were now enough to stop a shipment cold. And unless the company could prove where each fragment came from, the burden fell on them.

Licensing delays weren’t hypothetical anymore. They were bleeding into the concrete.

This wasn’t a ban. That would’ve been too blunt. It was China’s Oct 9 directive—MOFCOM Notice 2025-61—that set the choke point¹. By December 1, any product made anywhere in the world that contained Chinese rare earths at 0.1% value or higher would need a Chinese export license. “Presumed denied” for military use. “Case-by-case” for semiconductors. Civilian? Maybe. But no one knew what counted yet.

It wasn’t just China’s exports under control—it was the world’s, if any atom in them traced back to China.

And the rule didn’t stop at magnets. The fine print covered chipmaking inputs too: logic chips below 14 nanometers, memory stacks above 256 layers. The controls reached not just EVs and turbines but AI accelerators, stealth drones, and orbital thrusters.
